Job Summary:
As a Human Resources Representative you function as a generalist in a variety of Human Resources activities. You may participate in establishing, implementing and overseeing broad-based policies including employment, compensation and benefits, organizational, and employee development. Or, you may focus on a specific area of HR, a specific client group, or a geographic region.
Essential Functions:
- Human Resource's Representatives are responsible for one or more areas of focus including:
Compensation programs - administer, monitor performance evaluation programs, and revise as necessary. Maintain and coordinate employee recognition programs.
Benefits administration and management - claims resolution, change reporting, approval of invoices for payment, manage open enrollment, work with external insurance carriers and benefits brokers, and communicate benefit information to employees.
Affirmative action - develop and maintain programs, file EEO-1 report annually; maintain other records, reports, and logs to conform to EEO regulations.
Sourcing and hiring - support the recruitment effort for all exempt and nonexempt personnel, students, and temporary employees; and monitor career pathing programs.
Employee relations - handle on-going counseling, outplacement counseling, and exit interviewing.
Training - Facilitate and/or provide training (including orientation) to the workforce.
- Participate in administrative staff meetings and attend other meetings and seminars as required to keep abreast of best practices and to obtain technical skills.
- Participate in evaluation of reports, decisions, and results of department in relation to established goals.
- Write position descriptions, benefit brochures and employee handbooks.
- Conduct research and analyzes data on assigned projects.
- Recommend new approaches, policies, and procedures to effect continual improvements in efficiency of department and services performed.
- May assist in the formulation of compensation objectives, manpower goals, personnel policies and procedures.
- Maintain Human Resource Information System records and compile reports from database.
- Maintain compliance with Japanese regulations concerning employment.
- Represents management in investigating, answering, and settling grievances.
- Perform other related duties as required and assigned.

- Good written and verbal communication skills both in English and Japanese.
- Ability to objectively coach employees and management through complex, difficult, and emotional issues.
- Excellent planning and organization skills, attention to detail, ability to handle multiple tasks, and work in a fast-paced, time-sensitive environment.
- Demonstrated project and time management skills.
- Working knowledge of Microsoft Office (Word, Excel, and PowerPoint).
- Experience working with HR databases.
- Strong and proven analytical skills.
- Ability to build strong working relationships across all levels of the organization, including remote areas.
- Strong analytical and program management skills.
- Use judgment that is in consistent with standards, practices, policies, procedures, regulation or government law.
- Knowledge of principles and practices of personnel administration.
Responsibility:
- The tasks this individual is responsible for are often non-routine and unstructured, requiring creative solutions.
- This individual will apply attained experiences and knowledge in solving routine to moderately complex problems.
Interaction:
- This individual must work effectively with Staff to Vice President level employees within the function, and the technical team on assigned projects. There may be communication with employees in other functions as required.
- Limited management direction is provided to employee on new projects or assignments as well as review of activities and priorities.
- The ideal candidate will be a proactive contributor and subject matter expert on team projects.
- To be successful, this individual must demonstrate favorable results through coaching and influencing others.
Education & Experience:
- A minimum of 5 years of experience is required; 6 to 8 years of experience is preferred.
- A Bachelor of Arts or Sciences Degree is required, or equivalent experience.
- Demonstrated ability to have completed multiple, moderately complex technical tasks.
